What’s Up With Painting Windows?

Is a window still a window if painted opaque? Why was this window painted? What changed from the time a window was decided upon until it was decided against? Was the decision to cover it obvious and easy? Was it agreed upon? Was it contentious? Was it even intentional?

This building is old enough that it could have been part of the blackout precautions from World War 2.
